I think CIS folks should start a solidarity movement to use the other gender bathroom and when confronted say, for example "I pass female and all my documents have been updated, but was assigned male as birth - sorry if this makes you uncomfortable. Talk to Nancy Mace, MTG, and Rep Johnson. Seriously I think we need to fuck with these fuckers. Make it a day of NVDA in Federal Buildings - museums, national parks, airports.... I am not joking.
Cis folks have more reason to care about this than most of them probably think they do... the bigots trying to enforce this shit will inevitably harass many, many more cis women and girls with their crotch-creeping transvestigations than they will actual trans people.
It goes even further than that. 95% of cis women are cross dressers. 95% of cis women in the US regularly wear clothing that could have seen them arrested for violations of anti-cross dressing statutes just a few decades ago. We've already seen them revoke civil rights with this kind of history to them. Roe v Wade was the law of the land for 50 years. Hell, the US Senate didn't allow women to wear pants on the Senate floor until 1993!
The panic over trans people is just the narrow edge of a wedge meant to restore traditional gender norms to society. And once the precedent is established, that it's OK to discriminate and crack down on gender expression? Well, they'll come for the actual trans people first. But after they're taken care of, who's next?
The thing is, the definition of "transgender" really is an awfully flexible thing. Are you a woman that wants to wear pants? That might make you transgender. Are you a woman that wants to work in a traditionally male field? Why are you invading men's spaces? That seems transgender of you. Why do you need a bank account, do you think you're a man?
It starts with actual trans people. It moves to cis people that have any non-traditional gender expression or careers (men in nursing, women with short hair, etc.) And then it just grows from there, generally confining the acceptable behavior of everyone, but especially women, into ever-narrower boxes. Until women are back barefoot, pregnant, and in the kitchen.
After all, according to these folks, is that not the natural gender role of every (cis) woman? If a woman wants anything else, doesn't that make them transgender?
I certainly don't believe in such an expansive definition of the word transgender. But as overt discrimination against trans people becomes ever more acceptable, regressive social policy can be pushed by simply expanding the definition of "trans" to whatever width is necessary. The panic over trans people is simply a convenient means of turning a nation into Gilead.
Plus, even outside of overt state action, panic over trans people will still have a severe chilling effect on broader society. You might see more people voluntarily donning more traditionally gendered clothing. Men may be less likely to grow their hair long, women theirs short, simply to avoid any ambiguity. In a time of overt discrimination against trans people, it serves to chill the behavior and freedom of expression of all.
A counter argument to your very good points is the example of the Prohibition (1920-1923). Alcohol consumption increased, organised crime flourished. Not that the Mob will start bathroom racket, more like people will just not be invested in the policing of the bathroom bill. It will be seen as an ideological gesture with little real impact. They'd simply call and say, "I just wanted to inform you that I'm using the restroom that aligns with my sex assigned at birth."

The enforcement mechanism is unclear, but are there any realistic mechanisms to stop them? The coming years are going to be very, very trying for us

All of a sudden a group of women moved over to the mens line. I followed. Not one man complained about it. I wish I could think of some action that would get people speaking out and being assertive. A Public health department in Idaho banned its department from providing COVID 19vaccines in six counties. I bet this will get people pissed and shouting.
